Robert Hammer

Robert Hammer retired in 2026 as Deputy Director and Acting Director of Homeland Security Investigations (HSI), the second-largest federal investigative agency in the United States. Over a 25-year executive career, he led global operations spanning cybersecurity, counterintelligence, insider threat, critical infrastructure protection, executive protection, crisis management, and enterprise resilience across more than 237 domestic and international offices and a workforce of 25,000 personnel.

Mr. Hammer is recognized for building and leading converged security programs integrating cyber, physical, intelligence, and operational risk into unified enterprise security strategies. In senior executive roles at DHS, he oversaw major business and security functions including information technology, personnel security, human capital, acquisitions, facilities, and continuity operations supporting mission delivery on a 24x7 global basis. He directed enterprise modernization initiatives focused on Zero Trust Architecture, digital transformation, infrastructure resilience, and workforce security, while leading reforms that reduced personnel onboarding timelines by 75 percent and strengthened regulatory compliance across the organization.

Throughout his career, Mr. Hammer partnered extensively with Fortune 500 companies including Amazon, Microsoft, FedEx, Costco, Nordstrom, and eBay on supply chain security, brand protection, organized retail crime, insider threat, and intelligence-sharing initiatives. As Special Agent in Charge for the Pacific Northwest, he served as senior incident commander during coordinated attacks on federal facilities in Portland and Seattle, leading force protection, crisis response, and security hardening operations during sustained civil unrest. Mr. Hammer holds a Bachelor of Business Administration in Computer Information Systems from Georgia State University and is a graduate of the FBI National Executive Institute (NEI).
